I don't think it's right for a GM to be able to hold the draft hostage as more information can come out. For example, I have what, one draft pick this year as of now?
If I wanted to add four extra picks, I could take four extra days and prevent the draft pool from being signed as free agents. That's not ok.

3-2 vote means that we don't change this, right?

The rule would be amended to say that gms can not add additional picks past the fifth round. We draft five rounds, that's it. Currently, picks can be added in perpetuity.

That's what would happen if the vote to change the rule had passed. Since you and Jim voted against changing it, though, I don't think that we can change it.

I'm confused. The question was should the draft end after five rounds. The vote was 3-2 in favor of ending the draft after five rounds. Therefore, the draft ends after five rounds, correct? Currently, the draft does not end after five rounds.

I'm looking for something more definitive but basically I believe that we decided at the beginning that we have to have four votes to pass something new. Here is the first thread I found on it but there should be something somewhere that states the standard more clearly. I thought that it was in the IBC rules but it's not. We should probably add a sentence on it.

Aaah...wasn't aware. I think majority makes sense since there's an odd number of members, but whatever you guys want to do.

Ok, I think our draft related updates will be:
1. Draft will begin Feb 1, all players must have signed prior to Feb 1 to be eligible. We will update the IBC rules to account for this change.
2. The draft will end after the 5th round, no waivers after the draft.
3. The Tim Tebow signing is voided as it violates the current draft rules.

Not quite sure about this phrase. Is this NO ADDITIONAL DRAFT SELECTIONs because they are often waivers, i.e., players needed to be released after the draft.

Beginning in 2017, the IBC Annual Rookie Draft will start February 1. All players must have signed to a contract by a MLB organization prior to February 1 to be eligible to be drafted. Players eligible for the draft may only be signed in the IBC by means of the draft until the conclusion of the draft. The draft will end after 5 rounds at which point players eligible for the draft may be signed in the IBC via the normal signing process. We will update the IBC rules to account for these changes.
Note: The Tim Tebow signing is voided as it violates the current draft rules.
