Well the genius of having 6 ExCo members is that any measure that passes will have a 2/3 majority. I think we need to talk about league wide votes in the context of how to deal with the GMs who don't respond. If we have 3 gms who don't vote are we counting based on 27 teams or 30 because if we stick with 30, or perhaps we count non votes as abstentions because we're giving no an unfair advantage.

typically Ive treated non-votes as abstentions unless a team is known to be vacant. again, congressional precendent, you need 2/3 (or half) of possible votes, not 2/3 of votes cast.
