Am I allowed to sign this particularly intriguing pitching prospect? If so does he have a 13- or a 0- designation?

I watched his first inning of that game. His mechanics were a little clunky and it looked awkward the way he threw right over the top. He was all over the place, but he had some decent velocity for being in his first year throwing in forever and his curve (or maybe it was a slurve?) had alright movement. I do think going through proper development some years back he could have ended up being a solid pitcher.
