2011 Draft Eligibility

After reading the responses to the eligibility post of December 13th, reexamining the rules, and considering input from other league participants the Executive Committee discussed and debated what would be the proper course of action and came up with the following;

1) Because the rules stated that Cuban, Japanese, Korean, and Mexican professional players were eligible to be drafted, they are all in. If they do not sign by opening day they will be ineligible and will go back into the draft pool next season. Such a signing must be reported by a reliable source such as MLB or MILB websites.

2) Discussions will be had about which way would be best to handle the player eligibility issue in the future. The primary goal will be to make it easier to implement and monitor, so that there will be no further confusion.

3) The Executive Committee will now also go through a step by step review of the IBC rules to insure that they are all clear, succinct, and do not conflict with each other.

The rules don't conflict... they're just out of date. WAY out of date.
