He was not a 2009 signing. He signed in 2008.

Oh. It was hard to find any info on him. All I could find was this, which says 2009 signing:

Is there a better place that shows when he actually signed?

Well, he was in their 2008 signing class, for one thing. BA's prospect handbook correctly lists him as 2008 as well.

Also, unless you sign in like January or February, you aren't even eligible to play in the DSL the same year you sign. You have to go to that B league or just wait until the fall.
