Waivers update

Rolled out a major update to the OOPSS Waivers system.

Instead of previously only being able to claim if your position is higher than the leading claimer, you can now always claim a player.

The current claim order displays for the player, however keep in mind this may not be the order when the waiver is processed as other claims will move teams up and down in the order.

This was basically to combat the problem we had where a high team could basically hijack waivers to their advantage.

Additionally, if you have 50 players, you can change the player you had selected to release to someone else.
