In 2011, ExCo made this announcement (viewtopic.php?t=3865) stating that players from professional leagues (Cuban, Korean, Mexican etc) are eligible to be drafted and have to sign by OPENING DAY, or else they will be returned to the following year's draft pool.

Last year, we revisited the rule because of Tanaka. ExCo's vote was split, and thus, the rule stays the same.

The rule on the rule page NOW reads:

B. Players subject to the draft will include any amateur player who has been signed by an MLB organization during the prior calendar year. (EXAMPLE: If a player was signed to a contract during 2006 but had not been signed to a contract prior to 2006 then he is eligible for the IBC 2006 draft, which is held in January 2007). Cubans and professional players from Japan, Korea and Mexico not affiliated with an MLB organization prior to the previous calendar year (2006 for the IBC 2006 draft) are eligible to be drafted. If the player does not officially sign with an MLB organization by the day before the start of the regular season (2007 in this example), his rights will be forfeited and he will be eligible for the next (IBC 2007) draft.

July 2 bonus babies, who do not come from professional leagues, have to have signed by 12/31.

Ropers was operating under the incorrect rules on the rule page when he selected Tomas at #3, and instead would like Moncada. Since Ropers is not at fault and we're so early in the draft, he can select Moncada.

Bren asked me the other day if he were eligible, and I said yes -- so it does not appear that anybody prior to Ropers would have selected him.

I am now reaching out to Cleveland to see if he would have selected Tomas with the No. 4 pick had he been available, which he would have been/is now.

I really hope the ExCo simplifies this this coming season and just makes it one cutoff date for all players.

Simple explanation. It's not that tough.

If you're drafted in the MLB draft in July and sign, you're eligible for the IBC January draft.
If you're foreign and 16 and you sign in July, you're eligible for the IBC January draft.
If you're older and from a pro foreign league, you're eligible for the IBC January IBC (the gamble for the drafting team is that player has to sign by Opening Day to stay on your roster)

That's it. Let's not have an issue every year, ok?

It is simple. I can't control the competency of other GMs. It's been confusing in the past, but I thought last year cleared it up pretty well.

Speaking of screwing up the draft, any bets on whether Brandon will make his pick on time?

The only issue this year is that the rules page inexplicably had a rule from 2010 on it.

Based on... what? The lack of updates to the rules? That one of our most senior GM's had no idea Moncada was eligible? I knew because I made a point of asking JP because it's an issue pretty much every year, but who else didn't know? Which leagues count as professional? Are the Cuban Junior leagues professional? What happens if someone defects or comes over from Asia after the draft ends and signs before the season starts? Waivers? Lottery?

No, the rules should be simplified. One single cutoff: signed before the draft starts or you go into next year's pool. Neat and tidy.

Can't we just make it quite simple and just say the cut off is 12/31 for any player in the draft or subject to international signing bonus pool limits in MLB or opening day for any international signing not subject to international signing pool limits? MLB has put very cut and dry specifications as to who falls under it or not, so why would we even bother trying to make anything up ourselves instead of just following what they use? Am I missing something?

I believe that the reason we have this distinction is that with most international young players/drafted players, we're not going to have sim lines generated for them. However, with the players coming over from Japan or Cuba, we're going to have sim lines; in the interest of verisimilitude for us playing GMs in our slippers at home, we want to have the Yasiel Puigs and Masahiro Tanakas on our own teams, proving that, hey, deep down, if those fabulously wealthy plutocrats owning the teams wanted to give us general managerships, we could perform as well as the Billy Beanes (or at least the Ruben Amaro Juniors) of the world.
