Bard went on the minor league DL 6/11 and appeared in a game for the IBC Giants 6/18.

All it takes is one player who should not be playing to affect the outcome of a close race.
The potential of getting to the end of the season and having a team miss the playoffs by a game or so, in part because of players who shouldn't be playing, ought to motivate us all to police it.
