The Twins cut him once he underwent surgery...I guess this means I have no choice but to release him once the two weeks are up since obviously no one will sign him in that time? I doubt it wlll be a huge issue in the future because anyone who the MLB team will cut is probably near worthless in IBC but certainly unfortunate for me.

Not sure, but I don't think you have to cut him... just can't use him.
