Injury carryover
Based on Bren's statement in the other thread that injury penalties carry over I'd like to put that up to a vote to change.
Clearly GMs change, especially from year to year. The fact that something like this might happen accidentally (we've seen the stance Bren plans to take) and have it hurt not only this year but next is crazy. If I go on vacation and my guy doesn't get DLed (it happened, I went on vacation, JP forgot to check, I got lucky because we went 5 days without boxes) and I lose him for 2-3 months next year, I'm going to be ripping pissed.
So it's up to a vote on whether or not injury penalties should carry over year to year.

Your example is terrible, Extenuating circumstances are always up for consideration with DL situations.
If Carry-over doesn't happen, then there's essentially zero penalty for playing a DLed player who is out for the year.
Penalties for DL violations are important to maintain, they're a big part of why GM's have gotten better abot checking, they know now that if they screw up, they can REALLY screw themselves over.

I agree with Jake that old DL penalties should noy apply to players GMs acquire through mini-drafts (not only in carry-over circumstances but immediately after the mini-draft) ... however, it should apply to players that ANY GM trades for and it is incumbent on the credibility of the GM making the trade to ensure that another understands he is getting a player with a penalty attached if such a discussion takes place.
