Draft Pick Trading

This had come up earlier in the year with the AA rule so I figured I'd bring it up again here.
I think that we should modify it personally for couple of reasons, but primarily to make the TRC's job easier. I think that we should make the trading of any draft pick itself, i.e. selection 1.6 for Dexter Fowler illegal, but as soon as a player is taken with the pick, the player may be dealt, so let's say Aaron Crow (taken with the 6th pick) for Dexter Fowler.
This would eliminate a lot of doubts from a TRC's mind and perhaps make draft pick trades slightly more even in the long run. I don't know, I was just thinking about it and I think the value of the pick itself and the aura and mystique of the pick is far higher than the actual player itself, and I think this would be a more than fair compromise.
