League votes

I kind of feel like this issue hangs over the other things that we're discussing with DL and roster issues. I'd really like to decide two things:

1. Are we going to use league votes for anything rules based? The idea of the exco is to have representatives of the league make decisions on things, but in some big areas, we might agree that it is best for the league as a whole to decide, and I'm sure that most of the GMs would like that in some instances. I guess what would have to happen is that we would have to vote (4 votes) to send the issue to the league?

2. Will we allow the league the opportunity to overrule our decision on a given rule? This would be similar to someone challenging a trade and should probably require the same majority (whether that's 18 or 20).

I think that I would personally like to have each as possibilities, in theory, but mostly I think that this issue needs to be solved one way or the other before we move on a potentially major decision in one of those other areas.

I'll set up two polls if necessary, but I want to make sure that everyone has his say and that I'm not missing some headache that this would cause.

I guess the headache is deciding what would go to the league and what wouldn't.

Maybe a possible answer to that would be to finish updating the rules document (which I'm about to send out and is done I believe), go through it and specify whether something can be changed by ExCo or requires league voting to change?

And I really don't want to add any headaches. In my mind it would be very seldom used and pretty obvious when it would be a consideration.

My two natural inclinations are to let the league have as much say on things as practical, while keeping the rules as free and simple as possible, but I really don't want to add headaches to allow for the first one, if that's all it would cause.

Maybe we could make a procedure where the league could challenge an ExCo ruling, something like a 16 (non-ExCo) GM majority brings it to a vote and then it takes 20 total votes to overturn the rule kind of thing.

We'd have to make all of our votes public to give them a chance to know what we were voting on.

Not necessarily, we announce a decision in the announcements, if someone doesn't like it they appeal it sort of thing.

I mean votes that don't pass ExCo. Normally the league only finds out if we're changing something, not if we've failed to change something.

If something doesn't pass then there's nothing to overturn.

I thought we were giving the league a chance to overturn any decision we made? Including if we decided not to change a rule, they could vote to change it. Correct me if I'm wrong.

Example: We don't change the AA rule, the league gets a chance to take it away.

I think that's an example of something not passing but being overturn by the league.

Right. Currently if we vote on something and don't pass it, the league doesn't find out (officially) that we even voted on it. That would have to change.
