I know this is a bit late, but why is Suarez available for ZiPS bidding versus being treated as an international free agent? He has never been affiliated with an MLB organization before and coming from overseas. I remember past similar circumstances where this has been treated differently.

Exco discussed and while Suarez probably should be draft eligible, this is far too late to rectify because Matt wouldn't have any way to spend those zips dollars. Therefore, Tampa Bay will keep Suarez. The zips process for us is a group effort, so let's all keep an eye out for these things.
