No one has been able to get in touch with Steven since he was on the clock. It's unclear if he is planning to leave the league, but he hasn't announced that. Do we draft him the highest selected player now, at the end of the round, or just keep trying to contact him? There has been some discussion by EXCO in the past, but never a codified rule on how to handle the situation.
