Hey Jake, can you find anything that says that Bailey signed before 2/1/2019? His page on milb.com says he signed in April:

I couldn't find anything on him other than that he was part of last year's bonus pool. I didn't look at the MILB page, is it accurate for that sort of thing? I don't remember it being so I didn't check it. Signing him in late April doesn't make any sense, gonna spend some time to see if I can dig more up (like what he was doing for instructs or what not). If I can't find anything can I get an ExCo ruling?

Instagram for the win, or I guess loss in my case. Found the kid's IG with him signing the contract on 4/27 so I think that settles that. We'll see who takes him with a 1st round pick in 2020
