Tiebreaker is waiver priority. The max bid is $20, which would then require the team to sit out the rest of zips bidding and add four players after zips bidding concludes.

$0 bids are legal and constitute a waiver claim. Drops you back to 30th in the waiver order, which affects ZiPS tiebreaking and obviously, waiver claims on dropped players throughout the offseason.
