I believe we've allowed GMs to make up picks in the past.
I'm not 100% certain, but in the past I believe we've had GMs wait until the end of a round to make up the pick. Jake waited 30 picks, so a full round of players selected between his picks is penalty enough. If he had to wait until the end of the draft to make it up, how would that be making it up?

You are correct. In the past we have allowed GM's to make up their pick when they do show up, so this is not something that should be changed mid-draft.
I was mearly making that comment that I think if GM's are going to make everyone wait on them by missing their pick, then they should have to wait until the end of the draft to make it up. Obviously, the pick wasn't that important to them if they missed it. With Shawn having done the work to install the draft queue, there really is no reason for someone to miss their pick. I recognize that my view is probably more hard ass than most on this subject, so no big deal.
