Color me confused but... Paxton was drafted by the MLB M', didn't sign, wasn't eligible for our draft right? He finally signed with the M's in Feb/March '11, shouldn't that put him in our next draft?

He was eligible for our draft this season because he was drafted by the M's this past season. He was an independent league guy so he wasn't restricted to the MLB draft signing deadline like college and high school players were. The M's had up until the start of the ST to sign him per the MLB rules. So any GM in our draft could draft him, but the risk was if he didn't sign with the M's before the season started he would go into next years draft.

Our rule for players signing before our draft starts relates to international free agents, not players that were MLB drafted players. At least that is the way I understand our rules.

It was my understanding that the Calendar year deadline was universal at this point. I may be the only person who thought so, but I'd be surprised if I was. With the dross being grabbed at the end of our draft, I can't imagine no one else would have take a flyer on Paxton if he had been believed to be available.

Why would it be universal for players involved in the MLB draft? We all know who they are, they were involved in the MLB draft and they have always been available for any GM to draft and if they are not drafted in the IBC draft they go into the IBC free agent pool after the draft. That rule has never been in question, to my knowledge.

There has never been an issue with MLB drafted players being eligible for the IBC draft. Discussions on eligible "international players" has always been the issue to my knowledge. If we are now including MLB drafted players in that rule this would be the first time I have heard it brought up.

Why? Because a universal rule is clearer than one rule for one group and a second rule for another group. Wasn't that the whole point, to make things simpler? If you sign in '10 you go in the '10 draft. If you sign in '11, you go in the '11 draft. I considered Paxton in a late round, but he hadn't signed so I thought he was ineligible. If I'm the only one who thought that way, then shame on me for not asking. But if I'm not then the rule needs to be clarified at the very least and IMO, Paxton ought to go in the '11 draft.

I know the rule was clarified specifically for international signings. Do you have a link to the discussion where the ExCo stated that MLB drafted players would now fall under the same policy as international free agent signings in regards to the IBC draft?

Paxton was drafted by the Mariner's in the MLB 2010 draft. He was eligible to be drafted by any GM in the IBC draft this year. Being an independent league player the M's had until the start of this season to sign him. If you wanted him you should have drafted him in the IBC draft along with any other 2010 MLB draftee.

Unless the ExCo specifically voted on and stated prior to the IBC draft this season, that we were changing the draft eligibility rules for MLB draftees, there is no reason that Paxton should be put into the 2011 IBC draft, IMO.

I'll wait to hear from the ExCo on a ruling on this.
