Both of these points (that it's silly and arbitrary to differentiate the deadline for a Cuban kid and a Venezuelan kid or a Korean and Japanese kid who are the same age just based on where they are from, and that it's both silly and hard to track to have guys signed in 2010 be 9's) are ones I made when I suggested that we change the rule in the fall, but the vote was overwhelmingly to not change the rule. If a Cuban or Japanese player of any age signs before opening day, he can stay on the roster and is a 2009 player. You guys can clean up the laguage, but it should say something like. All international free agents with intentions to sign with an MLB organization may be signed by an IBC, but will have to be released by opening day if not signed my MLB club.
It's too confusing when Brett Perryman has to cut an International player post draft, but if that player is Cuban, he gets till opening day to sign.
I just want uniform language, that's all.
One more thing. These guys will clearly be signed in 2010, but for us we slap an arbitrary '09 on them, why?
I agree we should maybe work something different out. Seems like the way to make it most consistent would be that guys available for the draft are ones that signed their first ever contract with a MLB franchise in the year of the draft. That would include all guys drafted and signed, and any and all foreign players but would leave alone any guys coming back from Japan.
Only problem implementing something like this would be it would create one year of a draft with slightly less value. If we implemented it for 2010, that would mean 2010 would only include Japanese players and Cuban players signed from Opening Day to Dec 31, 2010. Though, I dont think this would have all that much effect. However, this kind of rule would also make it tough to gauge values on guys like Aroldis. Where would he have gone in the draft if you werent sure if you'd get him? Easiest way to solve this is just to not start the draft until Jan 1 of the next year.
I think it was originally set up the way it is as the guys coming over from Japan and Cuba (such as Ichiro, Kaz Sasaki, Jose Contreras, and of course Maels Fucking Rodriguez) went or were expected to go directly into the majors. I think this is changing a bit as more guys from these countries are just prospects like other international signed guys.

This was my preferred option, with the draft start pushed back to Jan 1. That way there is no unnecessary risk, and everyone is completely on level ground. I don't really think what you mentioned is all that big of a deal either, but the problem some have with it is apparently the Saito scenario, where they don't like the fact that he could be pitching in the majors and not eligible for us. Again, though, this received next to zero support, so I don't know why things would be any different four months later.
