For future reference, if you are in doubt, all you have to do is look at the birthdate. He would not have been eligible to sign as a "06". He was 15 then.

Where is his signing date? I took as evidence the fact that he's a month older than Villalona and is making his professional debut this year from a country that is not the DR. Thus his age is not evidence that he signed in 2007. In fact, there are 7 other IBC players born in 1990. I signed him hoping that someone could clear up the confusion by knowing his signing date, otherwise I may have to call the Phillies and ask

ETA: http://pressbox.mlb.com/pressbox/downlo ... uers_2.pdf is the Phillies minor league media guide, it lists Valle as having signed 10/6/06, which by my understanding of the rules makes him eligible to be an IBC Athletic. Unfortunately it turns out that it was a transcription error and he actually throws right handed but bats left handed. That makes him less fun, but it's still cool to have the youngster on board.
