Waguespack needs to be bid on. The rules state:
"ZiPS budgets will also be the tool to acquire players who leave the US to play elsewhere and return to an MLB team. These players are distinct from foreign players eligible for the draft (see IX Drafts). The same process described above in VII (2) will apply to foreign free agents. These foreign free agents will only be eligible for signing through the ZiPS bidding process in the offseason."
We are still in the offseason, so any player who signs from a foreign league is subject to ZiPS bidding. The thread for foreign players is open and will be used for any bids on these players.

It seems clear he was a free agent based on the fact he was already signed to a MLB team prior to the January 23rd waiver bidding period and went unclaimed.
Any repatriation signings with MLB or Milb teams after that date would be subject to the bidding process until the conclusion of our offseason.

I assumed it was like when teams are posted, it wasnt 24 hours from when they came out, it was 24 hours after being posted on this website.
I was actually waiting for him to be posted and I was going to bet on him. It doesnt matter much to me, just want the rule to be cleared up for future. Fine with whatever committee says is the correct way.

There are a handful of guys who have signed with MLB teams (either major league or minor league deals) who came back to the States from foreign leagues. If you want to bid on any of them, post here. In 24 hours, they will become free agents
Waguespack was signed by a MLB team several days before it was posted making him a free agent by the time I signed him. I agree that we need to look at ways to deal with international players who may sign after the initial posting.
