Should we change the draft eligibility rule?

Japanese, Korean and Mexican professional players, along with Cubans, are eligible to be drafted if they sign by opening day. (current rule)

In either case, all other players must sign before January 1 to be eligible.

This poll is to determine eligibility for the 2014 draft (held at the start of 2015) forward.

Unless my memory and a quick review of the board are failing me, our standard to change a rule is still five votes, so the two votes to keep it as is are enough.

Everyone ok with the rule reading this way?

VIII.1.B. Players subject to the draft will include any amateur player who has been signed by an MLB organization during the prior calendar year. (EXAMPLE: If a player was signed to a contract during 2006 but had not been signed to a contract prior to 2006 then he is eligible for the IBC 2006 draft, which is held in January 2007). Cubans and professional players from Japan, Korea and Mexico not affiliated with an MLB organization prior to the previous calendar year (2006 for the IBC 2006 draft) are eligible to be drafted. If the player does not officially sign with an MLB organization by the day before the start of the regular season (2007 in this example), his rights will be forfeited and he will be eligible for the next (IBC 2007) draft.

My vote made it 3-3, so no need to worry about 4 vs 5.

The first sentence is confusing because Tanaka will have signed with MLB calendar year 2014 but he is not eligible for the 2014 (January 2015) draft. Maybe just change to "during the prior season"?
