Draft pick penalty compromise

The Executive Council has voted unanimously on a compromise to finally close the book on the Draft Pick penalty assessed to Nils and JP. The issue was revisited because I told JP while I was still Commish that I would consider alternatives after the All-Star Break. As such, the issue went before the ExCo and after all sides had a say, the following penalty was assessed.
Rather than loss of a second round pick and dropping to the end of each round, they will each just lose their second round pick.
