Please reset waiver order

I don't believe it resets every month during the offseason. At least I don't believe we've done that in the past.

It reset at the end of the regular season and then remains in flux until after the first month of next season.

I may be mistaken though.

D. Waiver Priority Order is set and refreshed on the first of the following months (May, June, July, August, September, October) based on team record. Ties will be broken by record over the last 10 days.-(032005)
