Okay, I don't talk with Ben very often but he IMed me today and I ran our situation by him, told him that Kegen still has the team and that I was basically feeling him out. We talked about the league for a bit, and as he got a look at the website and thought about it, he decided that he would be interested.
Any of you who are in a league with him know that he's among the best GMs in any of the leagues others of us are in who isn't in the IBC. I consider it a really good opportunity to know that we're adding another top guy, so I am recommending that we proceed.
The reason that I would like to proceed now is that he is on trimester break, so this is his best opportunity to really dive in and get a handle on his team and the league, plus it is the week before the season.
I know this is out of the blue, but I think it's a good opportunity for the league. I think that one of our primary tasks in exco is to be good stewards of the league membership, and this would be a feather in our cap in my view.
What do you guys think?

I don't think it's terribly out of the blue because I've been fearing for awhile that Kegan was going to need to be replaced. Posted about it last night. After vowing to be active and really into it, reading up on everything...and then to really do nothing at all for the first month of your (third) tenure is disappointing to say the least. Not even so much that he hasn't done anything, it's that he's completely non-responsive. I've sent him multiple IMs the past week none of which were returned. My PM from March 12th remains unopened. I just can't see him living up to his word whatsoever...if he doesn't open a PM, is he going to bother playing H2H? Submitting a lineup? Checking injuries? Working on his roster? Milwaukee is basically vacant. I'd be fine with bringing Ben in, and it would be good to have a new face and fresh blood to the IBC, especially since we're sort of in the doldrums still and ZIPS took a lot out of us. I certainly don't think it would hurt whatsoever.

I know and respect Ben ... if he says he will be active I believe him. I know he is busy but I also believe he would not commit to the IBC unless he felt he could dedicate appropriate time to doing the "job" properly. He is knowledgeable and plays both the prospect and SIM angle well.
