Two options:
Do we change the rule so that 06 players become 00 players prior to the draft, and therefore teams are required to to cut to 45+07s going into the draft, or do we keep the rule the same and allow the leeway where teams can continue to count 06s on their draft roster until the conclusion of the draft, where 07s and 08s must comprise all spots past 40?
I'm obviously using 06s as the term, but we're referring to players who were drafted two years prior to the current draft.
I think that we should address how we handle this year after we settle whether we're changing the rule or not.
As a rule change, I believe this would require five of six votes to change.

No team should have more then 50 players and no team at 50 should have less then 10 draft eligible (49 - 9, 48 - 8, etc.)
Draft eligible is 06, 07 and 08 until the end of the draft and just 07 and 08 when the draft ends period.
