ZiPS bidding

John's wacky bid recently notified me that while we established at the start that bids should be even dollar amounts, we didn't carry that over to the official zips bidding rules. I have added this line to the rules: "All bids must be in even dollar amounts." Let me know if there are any objections.

This option is better than ignoring non-even dollar bids.
