Player signings with each team ZIPs release

I am just wondering how the league handles signings of players when fangraphs posts each team's ZIPs? Is it just first to sign him gets him or is there a waiver period?

There has never been any restrictions or waiver period.

Not quite accurate. In the Pre-ZiPS days, we would suspend signings and put all players on waivers when the SIM disk was released.

It's been first come, first serve ever since we switched to the ZiPS disc in 2009. Prior to that, we could do a signing freeze with the DMB disc since all the projections came out at once. But now some are leaked through Twitter and then one team at a time through Fangraphs, or formerly through Baseball think factory. It's just pretty much impossible to do a freeze every other day, or via twitter now, so it's just first come first serve, especially since the ZiPS man is erratic with his schedule.
