1) Are tying bids allowed if it's not the max? My understanding is the tie-breaker is for max bids, not just anywhere along the way.

2) If yes, then I'll go to $15 on Payton.

Yeah, I know it's allowed at $20 to protect the fastest person from just bidding the max, but I'm questioning if you can tie a bid prior to $20. My understanding is the point of the rule is to enable someone to match the most anyone can bid, not just match any bid, but I could be wrong.

I care less about the $1 and more about the precedent of allowing tying bids prior to getting to $20.

It is not specifically disallowed, so therefore it’s permissible. 14 was my maximum, so that’s why I bid it.

Yeah, actually I think you're right since bids of $0 are allowed.

To answer the question, ties are broken by waivers, whether or not it's at max bid or not
