Stop Signing Foreign Players

IBC rules dictate that players returning to MLB from foreign leagues must be acquired via ZiPS bidding. This includes Josh Lindblom.

Additionally, if Lindblom were to sign with the Rockies or a team with a projection already released, the player is subject to ZiPS bidding still, and will be bid on with their own thread when they are signed.
